Policy Meeting: Technology as the Pathway to a Multi-Pillar Economy

In May 2026, Fibo Cloud Founder and CEO Purevbazar Purevjav was invited by Member of Parliament Chinbaatar Anar to participate in a high-level Policy Meeting focused on the future of Mongolia’s tech sector, software exports, and structural economic diversification.
MP Chinbaatar Anar shared the following reflection from our discussion:

Moving from Raw Materials to Global Tech Solutions

For decades, Mongolia’s economic narrative has been shaped almost entirely by mining and commodities. While natural resources provide foundational revenue, sustaining long-term, shock-resistant growth demands that we build an export-oriented, knowledge-driven digital economy.
During the policy dialogue, Purevbazar shared frontline insights drawn from Fibo Cloud’s real-world journey—moving beyond domestic IT services to exporting mission-critical digital infrastructure abroad (such as deploying Bhutan’s first national digital health platform in partnership with the World Bank Group):
- Tech Export Is Operational, Not Theoretical: Mongolian software engineers are already meeting rigorous international security, architectural, and governance standards. The limiting factor is no longer engineering talent; it is institutional runway, global network integration, and bilateral trade alignment.
- The "Weightless" Export Advantage: Unlike physical goods and minerals, cloud infrastructure, enterprise software, and AI applications face no transit fees, landlocked logistics bottlenecks, or physical border delays. Bits cross borders frictionlessly.
- Diversifying the National Balance Sheet: Establishing strategic IP frameworks, sandbox regulations, and double-taxation relief enables local tech enterprises to scale globally and repatriate high-margin capital directly into Mongolia.
- Public-Private Policy Synergy: Building an export-ready tech hub requires lawmakers and frontline operators to move in lockstep. Practical digital policy must be informed by the active, ground-level realities of founders, engineers, and investors competing internationally.
